The Department of Women & Child Development has a Women Empowerment Cell (WEC) desk which is presently dealing with 03 schemes: Scheme for Implementation of Protection of Women from Domestic Violence Act, 2005, Scheme of Working Women's Hostel and Scheme for Delhi Commission for Women. Recently, on 25/11/2009 the Safe Delhi Campaign was launched by the Department to create a strategic frame work for making planned interventions to make the city safer for women. The Department is also running 01 statutory institution under Immoral Trafficking (Prevention) Act 1956 namely Nirmal Chhaya and 03 non statutory institutions namely Widow Home, After Care Home and Short Stay Home for destitute women.

Gender Resource Centre Cell
The Gender Resource Centre Project, which is a Programme for Women Empowerment, was initiated in the Year 2001 by this Department. It is now under the administrative control of 'Samajik Suvidha Sangam Society' (Mission Convergence), which has its Head Office at Delhi Secretariat. The 'Samajik Suvidha Sangam Society' (Mission Convergence) was formed in the year 2008, to facilitate the delivery of Welfare entitlements to the vulnerable sections of the society through a single window delivery system. The Gender Resource Centers set up under the Bhagidari Programme have been identified as the operating structure for Mission Convergence at the Community level.
The Mission Convergence/ Samajik Suvidha Sangam Society invites applications from Voluntary Organizations/ NGOs to partner in its initiative to reach out to the poor and vulnerable and empower these communities to help them receive timely services offered by different Departments. Currently, 80 GRCs are functional in 10 Districts of Delhi.
The GRC Project is a Plan Scheme of the Department of Women and Child Development under the Administrative Control of Mission Convergence. The funds for implementation of the scheme are allocated to the Department of Women and Child Development, which releases it to Samajik Suvidha Sangam Society, to be further released to the implementing NGO partners.
