8.3 The amending Act of 1986 has amended the title of the original Act from “Suppression of Immoral Traffic in Women & Girls Act” to “Immoral Traffic (Prevention) Act” and for the words “Women and Girls” and “Woman or Girl”, the words “Persons” and “Person” have respectively been substituted. 

The Act now prohibits traffic in human beings and not traffic in women and girls alone and envisages a comprehensive framework to inhibit or abolish commercialized traffic in persons for purpose of prostitution as an organized means of living and for rehabilitating those rescued from the vice.


RULES
       The Suppression of Immoral Traffic in Women and Girls (Delhi) Rules, 1958 have also been amended vide Notification No 42 (SIT)/79-DSW/ICW dated 27.11.87 and in the title for the words "Suppression of Immoral Traffic in women and girls the word "Prevention of Immoral Traffic" have been substituted.

APPOINTMENT OF SPECIAL POLICE OFFICERS

The Delhi Administration vide notificationNO.F.5/67/88/Home(P)/ESTT/ dated 14th December 1988 has appointed all Assistant Commissioners of Police working as sub-divisional Police Officers, all Station House Officers, and all the Assistant Commissioners of Police of the Crime Branch, Palam Airport and Railway as Special Police Officers within the Union Territory as Special Delhi.

CHIEF INSPECTOR

Vide Notification No. F.47(10) /61-DSW dated10.5.1961, the Director, Social Welfare, has been appointed as Ex-Officio Chief Inspector for the Protective Home under the Act.


THE PROTECTIVE HOME AND CORRECTIVE INSTITUTION

The Directorate vide Notification No. F.42(SIT)/79/DSW/ICW dated 24th March 1988 has declared Nirmal Chhaya earlier known as ‘Nari Niketan’ as a Protective Home and Corrective Institution for purposes of the Act.

ADMISSION AND DISCHARGE POLICY

The Nari Niketan admits women, above 18 - 45 of the following categories through Courts:-

  1. Women rescued from brothels.
  2. Women in moral danger.
  3. Women under Section 363, 366 and376 IPC etc.
  4. Women prosecuted in cases of love marriages.
  5. Women discharged from the Home through Court orders.
