Details of the Scheme:-

        Pradhan Mantri Matru Vandana Yojana (PMMVY) Programme is a centrally sponsored Maternity Benefit Programme (MBP) effective from 01.01.2017. It provides financial support for Pregnant Women & Lactating Mothers (PW & LM) for improving the health and nutrition for mother and child as well as compensation for wage loss. The PMMVY is implemented through web-based Management and Information System (MIS) Software, viz. Pradhan Mantri Vandana Yojna - Common Application Software (PMMVY - CAS). The scheme is implemented in Delhi using the platform of Anganwadi Services Scheme under the Department of Women & Child Development in 11 Districts across 95 Integrated Child Development Scheme (ICDS) projects. 

The objective of the scheme : To provide partial compensation for the wage loss in terms of cash incentives so that the woman can take adequate rest before and after delivery of the first living child of the family. The cash incentive provided would lead to improved health seeking behavior amongst the Pregnant Women and Lactating Mothers (PW & LM).

Target Beneficiaries : All Pregnant Women and Lactating Mothers, excluding PW & LM who are in regular employment with the Central Government or the State Governments or PSUs or those who are in receipt of similar benefits under any law for the time being in force.

Features of the Scheme :

  • To provide a cash incentive of Rs.5000/- in three installment { (i) Rs. 1000/- , (ii) Rs. 2000/- & (iii) Rs. 2000/- } directly into the account of Pregnant Women (PW) and Lactating Mothers (LM) for the first live birth of the family subject to their fulfilling of specific conditions relating to Maternal and Child Health.
  • The registration of eligible beneficiary for claiming of the respective installments is primarily & essentially being done in the concerned or the nearest Anganwadi Centre (AWC) of Department of Women & Child Development, GNCTD.
  • The remittance to beneficiaries under PMMVY is made through Direct Benefit Transfer (DBT) which can be Aadhar/Account Based. 
  • The beneficiary can only apply for the scheme within 730 days from the date of beneficiary's Last Menstrual Period (LMP) subject to scheme eligibility conditions being met. LMP registered in the MCP Card will be the Date of Pregnancy to be considered in this respect.
  • In cases where LMP date is not recorded in MCP Card viz. a beneficiary is coming for claim of third installment under the scheme, the claim in such cases must be submitted within 460 days from the date of birth of child beyond which no claim shall be entertained.
  • The eligible beneficiaries would receive the remaining cash incentive as per approved norms towards the Maternity Benefit under Janani Suraksha Yojana (JSY) by Health Department after institutional delivery, so that on an average, a woman can get Rs. 6000/-.

Case of Miscarriage or Still Birth :

  • A beneficiary is eligible to receive benefits under the scheme only once
  • n case of miscarriage or still birth, the beneficiary would be eligible to claim the remaining installment(s) in event of any future pregnancy.
  • After receiving the 1st installment, if the beneficiary has a miscarriage, she would only be eligible for receiving 2nd and 3rd installment in event of future pregnancy subject to fulfillment of eligibility criterion and conditionality’s of the scheme. Similarly, if the beneficiary has a miscarriage or still birth after receiving 1st and 2nd installments, she would only be eligible for receiving 3rd installment in event of future pregnancy subject to fulfillment of eligibility criterion and conditionality’s of the scheme.

Case of Infant Mortality:

  • A beneficiary is eligible to receive benefits under the scheme only once. That is, in case of infant mortality, she will not be eligible for claiming benefits under the scheme, if she has already received all the installments of the maternity benefit under PMMVY earlier.
  • Pregnant and Lactating AWWs/ AWHs/ ASHA may also avail the benefits under the PMMVY subject to fulfillment of scheme conditionality’s.

Achievements: With the continuous endeavors &progress of Pradhan Mantri Matru Vandana Yojana (PMMVY) since its inception i.e. 01.01.2017 till 23.11.2020, following is achievement under different parameters: (As per data obtained from PMMVY-CAS on the date of generating report):- 1. Total beneficiaries enrolled since inception i.e. 01.01.2017 till the 23.11.2020: 2,13,239 2. Total beneficiaries paid since inception i.e. 01.01.2017 till the 23.11.2020: 2,00,764 3. Total funds disbursed since inception i.e. 01.01.2017 till 23.11.2020: 87,09,97,000/- 4. Total installment’ application entered since inception i.e. 01.01.2017 till 23.11.2020: 5,65,372 5. Total installment’ paid since i.e. 01.01.2017 till 23.11.2020: 5,33,229

Future Plan:- 1. To sensitize more people and spread mass awareness about the scheme in order to ensure maximum coverage of the eligible & target population so that maximum can avail benefits during this critical phase of pregnancy & motherhood. 2. To make all pragmatic & tangible efforts for providing possible facilitation to beneficiaries for documents as required for availing benefits i.e. Opening of Bank Account, enrollment /updation of Aadhaar Card.
