Introduction of Voluntary Action Cell

Department of Women and Child Development and Department of Social Welfare, Government of NCT of Delhi provides Grant-in-Aid to NGOs/VOs engaged in social welfare activities in the National Capital Territory of Delhi. Voluntary Action Cell (VAC) is entrusted with the work of both the Departments of WCD & Social Welfare.

Voluntary Action Cell (VAC) of the Department of Women and Child Development (DWCD) and Department of Social Welfare, Government of NCT of Delhi is entrusted with the responsibility of processing and recommending the cases of voluntary organizations requesting Grant-In-Aid (GIA) under various schemes of Government of India and GNCT of Delhi and all matters related to the allotment of land. VAC undertakes schemes related to the proposals of undersigned branches of WCD and SW department:-

  • Disability 
  • Sr. Citizens 
  • Prevention of Alcoholism & Drug (Abuse) 
  • Women Welfare 
  • Child Development 
  • Research & Publication 

Role of State Government in GIA Cases of Government of India

  • In case of the GIA schemes of the Ministries of Social Justice & Empowerment & Women & Child Development, Government of India, the role of the Dept. of Women & Child Development, through VAC is concerned only with recommending the suitable proposals/applications to the Ministries after their due scrutiny and prescribed inspection in accordance with the guidelines and norms of the respective Ministry as conveyed time to time. 
  • The prerogative of sanctioning and releasing Grant-In-Aid to the recommended organization/s lies solely with the concerned Ministry as per its terms and conditions of the schemes as it is the fund owning agency
