Saksham Anganwadi and Poshan 2.0 (Erstwhile ICDS)

“Saksham Anganwadi and Poshan 2.0” Scheme, a flagship programme of Government of India for the growth and development of young children and women through 95 functional ICDS Projects comprising of 10897 sanctioned AWCs scattered all over Delhi.  

 

SAKSHAM ANGANWADI AND POSHAN 2.0- (Erstwhile INTEGRATED CHILD DEVELOPMENT SERVICES-ICDS)  

  • Vision, Mission, Key Objectives and Services of the Scheme:-

Saksham Anganwadi and Poshan 2.0 is an Integrated Nutrition Support Programme to address the challenges of malnutrition in children, adolescent girls, pregnant women and lactating mothers through a strategic shift in nutrition content and delivery and by creation of a convergent eco- system to develop and promote practices that nurture health, wellness and immunity.

The current Saksham Anganwadi and Poshan 2.0 (erstwhile ICDS) is one of the largest and unique programmes of the Govt. of India for early childhood care and development. It is a firm testament of the country’s commitment to its children and nursing mothers to respond to the challenge of providing pre-school non-formal education on one hand and break the vicious cycle of malnutrition, morbidity, reduced learning capacity and mortality on the other. The beneficiaries under this scheme are children in the age group of 0-6 years, pregnant women and lactating mothers and adolescent girls in the age group 14-18 years (Only in Aspiration Districts of the Country, as per MoWCD-GoI instructions issued time to time).

 

Objective of Anganwadi Services Scheme:

  • Improve the nutritional and health status of children below the age group 6 years.
  • To lay the foundation for the psychological, physical and social development of children.
  • Reduce the incidence of mortality, morbidity malnutrition and school dropouts.
  • Achieve effective co-ordination of policy and implementation amongst the various departments to promote child development.
  • Enhance the capability of the mother, through proper nutrition and health education, for looking after the normal health and nutritional needs of the child.

FUNCTION AND DUTIES OF THE SCHEME:-

  • Function and Duties at DWCD, HQ Level:

 

  1. Implementation of guidelines and instructions issued by GoI, MoWCD and Department of WCD, GNCTD
  2. Empanelment of AWWs
  3. Supervision and Monitoring of all 95 ICDS Projects and it’s field functionaries
  4. Incentivization for Anganwadi Centers
  5. PFMS/Honorarium of AWWs/AWHs, Rent of AWCs
  6. Grievances, PGMS, CPGRAM, RTI Matters
  7. Administrative Matters related to SA&P
  8. Policy Matters related to SA&P
  9. Court Matters
  10. Correspondence with the GoI
  11. VIP Matters/ NHRC, NCPCR, DCW etc.

 

  • Function and Duties at ICDS Projects Level:-

 

  1. Implementation of guidelines and instructions issued by Department of WCD, GNCTD
  2. Supervision and monitoring of ICDS Projects,  AWCs and its functionaries 
  3. Administration and ensuring the implementation of all ICDS Services in the AWCs 
  4. Coordination and evaluation of for smooth and effective delivery of all ICDS Services in all AWCs of NCT Delhi.
  5. Conduct field visits and organizing various community based programs
  6. Administrative work at CDPO office level

 

  • Function and Duties at Anganwadi Center Level:-

 

  1. Conduct field visits , Day to Day Survey
  2. Home Visits, Pre School Activities in the AWCs
  3. Provide Health and Nutrition Education and Counseling
  4.  Maintain file and records 
  5. Implementation of health program like immunization and health checkups
  6. To perform bona fide task related to Saksham Anganwadi and Poshan 2.0 as directed by GoI depending on circumstances 
  7. Distribution of SNP 
  8. Quality testing of Supplementary Nutrition (THR)

New Model of Supplementary Nutrition Programme (SNP) under Saksham Anganwadi & Poshan 2.0 in Delhi -

EOI with tender ID No.2022_DWCD_226507_1 was published by this Department on 21/07/22 for supply & distribution of Supplementary Nutritional Food (Take Home Ration & Hot Cooked Meal with morning snack) under Saksham Anganwadi & Poshan 2.0 to Anganwadi centers in Delhi. The process of EOI was expedited through intense scrutiny having two level of evaluation - an internal committee to evaluate credentials shared in the proposals of bidder organizations and another higher level committee constituted to evaluate capacity and preparedness of applicant organization for undertaking the assignment, wherein an external member was nominated by worthy Chief Secretary (Delhi). 

Based on the outcome of the EOI, 11 organizations have been engaged by the department for uninterrupted supply of nutritional food for at least 300 days in a year for the beneficiaries registered at Anganwadi Centres located in 11 districts of Delhi. Further, 15 organizations have been put up in the reserved list. The details of 11 organizations are as below -

The new EOI was launched on 01.06.2023 successfully and the kitchens were made operational well on time. Detailed instruction have been given to the organizations on standard packaging and labelling for Take Home Ratio (THR) based on age & category of beneficiary under Brand WeRA (Women EmpoweRment in Action, supported and promoted by the Department of WCD to give it a unique identity and visibility under the Delhi SNP Model. The supply is being made in special packs with colour codes, suggested to be as below:-

Supplementary Nutrition is being given as per the revised menu that includes Vitamin & mineral premix at 50 % RDA level, fortified rice & oil, millets (Ragi/Bajra/Jowar) and high protein ingredients such as pulses, skimmed milk powder, groundnut, soya powder/granules, sattu, etc. 

For the first time provision for utilization of Fortified Rice and Wheat from FCI under Wheat Based Nutrition Program (WBNP) has been made. 2383 MTs of Wheat and 2383 MTs of Fortified Rice has been allocated and received by the DWCD from MoWCD, GoI to meet the supply of Supplementary Nutrition under Anganwadi services during 1st quarter i.e April, 2023 to June, 2023.

11 teams of officers/officials from DWCD have been constituted who will make regular visits to the Kitchens and manufacturing units in all the 11 districts to inspect and verify whether all the norms and conditions of the agreement have been fulfilled.

 

Achievements in Anganwadi Services Scheme :-

Pursuant to Cabinet Decision No. 3072 dated 25.02.2022, the honorarium of Anganwadi Workers and Anganwadi Helpers was enhanced effective from March 2022, as per the following:-

  1. The Honorarium of AWWs was enhanced from Rs. 9678/- per month to Rs. 11,220/- per month. The Honorarium of AWHs was enhanced from Rs. 4839/- per month to Rs. 5610/- per month.
  2. Given the functional requirement of various kinds of development activities performed by AWWs/AWHs for the well-being of women and children, it has also been decided to pay an additional amount as Conveyance & Communication Allowance @ Rs. 1500/- per AWW per month and @ Rs. 1200/- per AWH per month w.e.f. March, 2022 onwards.
