ICDS and its achievement in Delhi

Our journey towards providing protection, care, welfare and holistic development of children began with the formulation of the constitution and the launching of planned process soon after we achieved independence. However, with adoption of the National Policy for Children in 1974 and launching of the Integrated Child Development Services (ICDS) in 1975-1976, the era of the special trust of children’s needs began. The first ICDS project was launched in India with 33 projects in all over the country on 2nd October 1975 and ICDS Jama Masjid was the milestone project for the State of Delhi.

Following are the objectives of the Scheme:-

  • To improve the nutritional and health status of children in the age group 0-6 years.
  • To lay the foundations for proper psychological, physical and social development of the child.
  • To reduce the incidence of mortality, morbidity, malnutrition and school drop-out.
  • To achieve effective coordinated policy and its implementation amongst the various departments to promote child development and
  • To enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education.

To achieve above aims and objectives of ICDS six services are being rendered in the form of package through the focal Anganwadi Centre : -

  1. Non-formal Pre-School Education
  2. Supplementary Nutrition Programm (SNP)
  3. Nutrition & Health Education,
  4. Immunization,
  5. Health Check-up,
  6. Referral Services.
     

The major achievements of the Scheme in Delhi are as under

  • Expansion of ICDS : With the initiation of ICDS Jama Masjid Project in October 1975 the scheme has expanded upto 50 ICDS Projects comprising of approx. 6106 Angnawadi Centres covering approx. 7 lacs Preg. & Lact. Women & Children below 6 yrs. of age beneficiaries. For universalisation of ICDS Scheme, it will be expanded to uncovered pockets in Delhi in future. For conducting survey for identification of left out pockets Indian Institute of Public Administration has been engaged by the Department.
  • In compliance of the Hon’ble Supreme Court’s direction BPL is not the eligibility criteria for ICDS services in Delhi.
  • Formation of 5 District Cells for better ICDS monitoring is under process.
  • The Delhi State has also involved NGOs for running 418 angnawadi centres
  • In compliance of the Hon’ble Supreme Court’s direction, the department has introduced a new system of Supplementary Nutrition to ICDS beneficiaries in AWCs by involvement of NPOs as facilitators in distribution of cooked food through SHGs/Mahila Mandals w.e.f 1.7.2006, which was appreciated and acknowledged by the then Secretary, Min. of Women & Child Development, Govt. of India.
  • The Department has received appreciation from Pr, Secretary to C.M. for the commendable progress made on the implementation of the ICDS Programme for the year 2006-07 and has congratulated the entire team working on the ICDS Projects for having performed exceptionally well during the year.
  • Every year the Govt. of India and the Delhi Government contributes for State Level Award to 7 best Anganwadi workers under ICDS Scheme. Each awardees is given cash prize of Rs. 7500/- and the awardee adjudged 1st by a selection Committee for this purpose is nominated for scheme of National Award sponsored by Govt. of India. Two Anganwadi Workers namely Ms. Uma Sharma of ICDS Mehrauli Project and Ms. Surjeet Kaur of ICDS Sultan Puri have been selected for the National Level Award for the Anganwadi Worker for the year 2002-03 & 2003-04 for their outstanding performance under ICDS. Each of them have been provided with certificate and also a cheque amounting Rs. 25000/- from Govt. of India vide their letter No. 6-3/2004-ME dated 4th January, 2007.
  • In Delhi State there has been a reduction in underweight children. As per the NFHS report-3, 34.7% children were under weight in the year 98-99 but has decreased to 33.1 in the year 2005-06 owing to Nutrition/Health Education Programme and immunization through ICDS network. For reduction in child malnutrition and control of anemia, we are seeking convergence with various programmes e.g. NRHM, MCD etc.
  • Successful participation of ICDS functionaries in campaigns like Pulse Polio, Nutrition & Health Awareness.
  • For better delivery of ICDS services, the Department is making earnest efforts for convergence with NRHM, Education and Health & Family Welfare etc.
  • To acknowledge the importance of role of Anganwadi workers and Helpers in the implementation of this programme, the Delhi State is also contributing towards the honoraria of Anganwadi Workers and Helpers with effect from 1st April 2003 besides the honorarium contributed by the Govt. of India.
  • For adolescent girls especially school drop outs and economically weaker sections Kishori Shakti Yojana is running in 34 ICDS Projects in Delhi covering approx. 8856 adolescent girls beneficiaries in a year.
  • The Govt. of India has coordinated with the ICDS Jama Masjid Project for online monitoring of ICDS activities which is scheduled for inauguration on 14.11.2007.
  • Necessary action has been taken by the ICDS Cell to comply the directions of Hon’ble Supreme Court and affidavit on the matter has been filed through the worthy Chief Secretary of Delhi in the month of January. 2007.
